Every importer has been handed an HS code by a supplier and assumed it settles the matter. It does not. A code that is correct for an exporter’s own tariff schedule can be the wrong code for assessment here, and the difference between two plausible codes is routinely fifteen or twenty percentage points of total tax incidence.
Classification turns on what the goods actually are, in the terms the tariff uses — composition, function, degree of processing. For textiles it turns on fibre content and construction. For machinery it turns on what the machine does, not what industry it serves.
